General statements : purpose, founders and
status |

1. |
Regional Coordinating Centers
of AASA (hereinafter Regional Centers) are
scientific and administrative centers established with the purpose of elaboration,
formation and maintenance of scientific and
technological programs of AASA or programs supported by AASA.
The Regional Centers should act in accordance
with AASA constitution. |

2. |
The Regional Centers can be established
or liquidated with decision of General Assembly
of AASA, which must comply with the state legislation of the
country where the office is situated. According
to the norms of international law, the Regional Centers are accountable
to AASA through their principal founder, representative
of the academy member of AASA. |

3. |
A proposal to organize Regional Center,
including the scope of programs to be supervised,
financial sources and staff must be discussed and approved by
AASA Board meeting. Then, according to art.
8.2 of AASA constitution, the Board has to propose the issue to the consideration
of AASA General Assembly for final approval. |

4. |
Regional Centers are structural units subordinated
to the Academy of Sciences of the country
of disposition. The Academy can make a decision on establishment
of the Regional Center as an independent legal
entity |

5. |
If approved by the AASA General Assembly, local authorities and Academy
of Sciences can be co-founders of Regional Centers. |
| |
|
| |
6. |
Activities on commercialization of research
results may and should be undertaken by Regional
Centers. In accordance with AASA Constitution, art.
1, AASA has been announced itself as a non-profit
organization; therefore,item 3.3(4) of the Constitution may be implemented
only through the network of Regional Centers. |

| II.
Relations between AASA and its Regional Coordinating
Center |
| |
7. |
AASA concludes with each member academy
of the country of disposition of Regional
Centers a framework agreement, which should determine general
legal and mutual obligations and take into
account features, specific to region.
The framework agreement can be concluded
for each program or set of the programs.
According
to the framework agreement between AASA and the member-academy, the Regional Center
is empowered to administrate appropriate programs. |

8. |
The framework agreement should determine
the terms of financial relations between the
parties, control and accountability, scientific and technical
examination, participation on a competitive
basis of the scientists and expertsof the countries of the basic executors
and other AASA member-academies, as well as conditions for
participation ofnon-members. |

| |
9. |
Under the decision of AASA General Assembly
for the special programs of development it
is possible distribute by quota of the scientists and experts from
the interested countries - participants. |

| 10. |
The works on the national programs or plans,
and also on independent (internal or international)
contracts and grants, can be carried out by Regional Centers
in case they do not contradict the terms of
the framework agreement and AASA Secretariat is acknowledged. |

| 11. |
The Chiefs of Regional Centers are automatically
included in AASA Secretariat and carries in
this connection the appropriate duties related to the activities
of the Regional Office and his interaction
with AASA and Secretariat. |

| 12. |
Regional Centers and AASA Secretariat are
responsible for duly informing of the AASA
members about competitions under the programs, conferences, workshops
and symposiums connected to the activities
of AASA and its RegionalCenters. |

| III.
Management of Regional Coordinating Center |
| |
13. |
The chief (director, chairman or manager)
of the Regional Center is appointed and released
from the position by AASA Board upon the proposal of founders
of the Regional Center. |

14. |
In conformity with international traditions
accepted by the majority of establishments
of Academies of Sciences, the Scientific Council carries out the scientific
supervision of activities of Regional Center
and programs managed by it. |

15. |
The structure and composition of Scientific
Councils are coordinated by founder's assembly
and approved by the decision of the local Academy of Sciences.
Managers and scientific coordinators of the
programs supervised by theRegional Center are automatically included
in the Scientific Council. |

16. |
Chiefs of the Regional Centers and the program
managers are obliged to allocate in their
estimates financial expenses for arrangement of competitions
and scientific expertise. Scientific Council
together with AASA Board formsinternational teams of the experts for each
program from outstanding scientists and specialists. |

| |
17. |
The Chief of Regional Center agrees with
a local Academy of sciences and AASA Board the list of managers and scientific coordinators of the programs. |

18. |
Brief reports on execution of the scientific
programs and activity of Regional Center are
annually submitted to AASA Secretariat, then discussed and approved
by AASA General Assembly. Regional Center
should also submit the final complete reports on the programs to examination
and approval by AASA Board. In exclusive cases
under the decision of General Assembly the extraordinary
monitoring and check of activity of Regional
Center can be arranged. |

| IV.
Activity of Regional Coordinating Centers
and sources of AASA financing |

19. |
Regional Centers together with AASA Board
and Secretariat should study the market of
scientific and technical services and create necessary information
and innovation services. |

| |
20. |
Regional Centers should work with consideration
of intellectual property rights. Development
of AASA programs is possible involving AASA member-academies
with their resources and tasks. |
| |
| |
22. |
Determinative of creation of financial
sources for both scientific and research-and-development
programs is the adjustment and expansion of contacts of
AASA Board with governmental structures and
large companies. Each AASA member should strive for inclusion
the questions of scientific and researches
cooperation in the plans of intergovernmental and international meetings
and agreements. |

23. |
For realization of a continuity of their
action, duly program filling, attraction of
investors and sponsors, formation of the market of science-intensive manufacture,
scientific and technical researches, Regional
Centers are recommended tocreate the own development fund. |
